The objectives of the prestation CE System 2+ Conformity Assessment | Road Construction Products :

Ensure product compliance with the essential requirements defined by European regulations.
The "CE" marking is mandatory for products covered by European regulations, guaranteeing their free movement within the European Union (EU).
Description
Apave Certification is notified to issue marking certificates for the following products:

1. Surface treatments

Regulation 305/2011 - 2024-3110
Harmonized standards EN 12271, EN 12273

2. Road bitumen

Regulation 305/2011 - 2024-3110
Harmonized standards EN 12591, EN 13808, EN 14023, EN 15322

The CE marking of bitumens, applicable since January 1, 2010, aims to guarantee that the products are fit for purpose and to allow their free movement within the European Economic Area.

This level 2+ CE marking involves an initial inspection of the manufacturing plant and of factory production control, followed by continuous surveillance through on-site inspections to evaluate and approve the measures implemented to ensure the conformity of the production control.

The CE marking of an asphalt mix by the producer signifies that the mix complies with the relevant European standards.

There are nine Product or Asphalt mix standards. Three relate to asphalt mixes used in France, while the others concern other products (mastic asphalt for roads) or products not used in France (HRA, SMA, etc.).

The conformity attestation system for hot mix asphalt is system 2+. Its principle is as follows:

- mix design: the producer defines the asphalt mixes they will manufacture by carrying out mix design tests. For each mix, they draft a "label" that gathers the characteristics of the mix to which the producer commits.
- production control: the producer establishes and implements factory production control (organization) ensuring that the manufactured asphalt mixes comply with the defined mixes. The required production control system can be, as a first approximation, likened to the Quality Assurance Plan (QAP) frequently existing at the plant, to which procedures (management of documents, records, non-conformities, etc.) and a specific control plan significantly different from what we know today must be added.
The testing frequencies of the asphalt mix depend notably on the plant's operational compliance level (NCE).
