Goals

The objectives of the prestation Qualiopi certification for training and skills development organisations :

Qualiopi is a quality certification mark for providers of training and skills development actions (training organizations). It is registered with the INPI (National Institute of Industrial Property).

Its objective is to attest to the quality of the actions of providers (professional training, skills assessments, validation of prior learning, apprenticeship, etc.) under a single reference framework.
Qualiopi also aims to make the training offer easier for the public to understand.

The Professional Future Law made this unique quality certification, governed by the National Quality Reference Framework, mandatory for all organizations providing training actions.

Qualiopi has been mandatory since 01/01/2022* for OF, CBC & VAE.

Who is Qualiopi certified process for?

Providers of vocational training and skills development:
- Training organizations (OF)
- Skills Assessment Centers (CBC)
- Organizations providing Validation of Acquired Experience (VAE)
- CFA (Apprenticeship Training Centers) and learning centers
- All providers requesting public or pooled funding for vocational training are therefore concerned by this certification based on the national quality reference framework. This represents approximately 48,000 training organizations.

Accreditation

QUALIOPI quality certification can only be issued by certification bodies accredited by the French Accreditation Committee (Cofrac).
Apave Certification is accredited by Cofrac to issue Qualiopi certification based on the National Quality Certification Reference Framework (RNCQ) > Accreditation no. 5-0587 - scope available on the website www.cofrac.fr.

Description
The quality certification (QUALIOPI) is mandatory since January 1, 2022, for vocational training and skills development providers such as:

  • Vocational training organisations (OF)

  • Skills Assessment Centers (CBC)

  • organisations providing Validation of Acquired Experience (VAE)

  • CFA (Apprentice Training Centers) and apprenticeship centers

  • All providers who request public or pooled funding for vocational training are therefore concerned by this certification based on the national quality standard. This would represent approximately 48,000 training organisations.

    Steps and process

    The preliminary steps to the initial audit:
    - Request your personalized quote from Apave Certification to be audited.
    - Schedule your audit with your Apave Certification account manager.
    - Preparation of the audit plan by the certification body. This plan will be communicated to you and will include, among other things, the scope of the audit, the names of the people who will be met as well as the indicators of the standard concerned.

    Conducting the initial audit on the premises of the candidate organisation
    The "Qualiopi" initial audit will take place on-site and will be conducted by your Apave Certification auditor.
    To assess the quality of your actions, the auditor will rely on the QUALIOPI National Quality Standard, which includes 7 quality criteria divided into 32 indicators:
    - 22 common core that apply to all providers
    - 10 specific to CFAs/apprenticeships or to OFs offering certifying or non-certifying training courses.
    These indicators primarily concern the design and delivery methods of your services.

    NB: if you are a training organisation already labeled according to a quality standard recognized and referenced by the CNEFOP (National Council for Employment, Training and Vocational Guidance), you can benefit from a reduction in the initial audit durations.

    Transmission of the audit conclusions by Apave Certification to the candidate organisation.
    If there is at least one major non-conformity, QUALIOPI quality certification cannot be issued immediately. Apave Certification guides you through the rest of the certification process.

    Issuance of QUALIOPI certification by the certification body.
    Once you are QUALIOPI certified, Apave Certification will forward the list of certified organisations to the DGEFP (General Delegation for Employment and Vocational Training).
    The validity period of the Quality certification is 3 years.
    The organisation is certified for each NDA (Activity Declaration Number). A multi-site approach is allowed.

    The intermediate follow-up audit or remote surveillance audit
    This surveillance audit takes place between the 14th and 22nd month after the "National Quality Standard" or RNCQ QUALIOPI certificate is issued.
    It aims to verify that the single quality standard for training and skills development organisations is still being properly applied.
    It is carried out mostly remotely, unlike the initial audit of candidate organisations, which is carried out on their premises, except for exceptions.

    The renewal audit, taking place before the expiry of the quality certificate, which has a validity period of 3 years.
    This renewal audit takes place on the premises of the candidate organisation and must be carried out before the expiry date of the quality certificate, which has a validity period of 3 years. This audit will be the subject of a new quote.

    A new certificate is subsequently issued and takes effect the day after the expiry date of the previous certificate.

    Decree No. 2021-1851 of December 28, 202, laying down supplementary provisions relating to the certification mentioned in Article L. 6316-1 of the French Labour Code
    Order of December 30, 2021, setting the deadline for funding for training organizations undergoing quality certification at January 1, 2022, and extending the authorization to carry out the initial audit remotely
    Order of May 31, 2023, concerning various measures relating to the quality certification of training organizations
    Decree No. 2023-1350 of December 28, 2023, concerning various measures relating to the personal training account as well as the skills assessment and aimed at combating fraud against this account and prohibiting the canvassing of its holders

    The certificate is valid for 3 years and is subject to two audits on average every 18 months.
