Demonstrate the quality of your training service to your customers and trainees by obtaining Qualiopi certification. Enable them to benefit from public funding. With Qualiopi, you can certify the quality of the processes you implement as a training organisation.

Since 1 January 2022, quality certification has been compulsory for all training organisations wishing to access public and mutualised funds.

The new “Qualiopi Certified Process”

National Standards

Quality certification has become compulsory from 1 January 2022 for providers of vocational training and skills development.

The national reference system providing the exact framework was published by decree on 6 June 2019.

Apave Certification has obtained operational admissibility of its application for accreditation from COFRAC.

  • Who's concerned?
    All training providers, including apprentice training centers (CFA) applying for public or mutual funding, as well as skills assessment centers and organizations providing Validation des Acquis par l'Expérience (VAE).
  • What has changed since January 1st, 2022?
    • Be certified to obtain funding

    From January 1, 2022, service providers applying for public or mutualized funding will have to be “Qualiopi process certified” on the basis of criteria defined in the single national quality certification repository (RNCQ) by decree no. 2019-565 of June 6, 2019 (Article L. 6316-1).

    The national repository sets the indicators for assessing the criteria, as well as the associated audit procedures that must be implemented (Art. 6316-3).

    • From Datadock referencing to mandatory certification

    For training organizations, we are therefore moving from a system of referencing via Datadock (the official database for referencing training organizations) to certification. Datadock referencing will remain in place until 12/31/2021.

    • Certification for each Activity Declaration Number

    Training organizations will be certified for each NDA (Numéro de Déclaration d'Activité). A multi-site approach is permitted.

    • Mandatory use of an accredited body

    Future certification must be issued by an organization accredited or in the process of being accredited by COFRAC to ISO 17065 (certification of products and services).
    Apave Certification authorized by COFRAC to start national quality certification.

    • Advantages of certification recognized by CNEFOP

    The transition is simplified for organizations already certified by an approach recognized by the CNEFOP.

  • When ?

    Your regulatory obligations become mandatory from January 1, 2022 following the publication of Ordinance no. 2020-387 of April 1, 2020 relating to the one-year postponement following the COVID-19 pandemic.


    The official publication of the new national referential was published on June 6, 2019, with validation by France Compétences and the creation of the collective certification mark to be created by the DGEFP.

    The technical guide was published on July 9, 2019.

    The COFRAC accreditation referential was published on July 11, 2019.

  • How ?

    The stages of the new certification process are as follows:

    • Initial audit
    • Intermediate follow-up audit
    • Renewal audit after 3 years.

    Initial and renewal audits are carried out on site, while the follow-up audit is generally carried out remotely. Certification is issued for 3 years.

    Following the decree published on 23/07/2020, Qualiopi certificates issued up to December 31, 2020, will be valid for 4 years instead of 3: “By way of derogation from the provisions of article R. 6316-2 of the same code in its wording resulting from the present decree, the certification mentioned in the first paragraph obtained before January 1, 2021 has a validity of four years.”

    Law no. 2014-288 of March 05, 2014, relating to professional training, employment and social democracy, requires that the funding bodies for continuing professional training (State, Regions, Pôle Emploi, OPCA/OPACIF, AGEFIPH) ensure the ability of training providers to deliver quality training (Article L. 6316-1 of the French Labor Code), in particular by complying with the 6 criteria defined by Decree no. 2015-790 of 06/30/2015 (Article 1).

    Since January 1, 2017, training funding bodies have been obliged to check that Training Organizations (OFs) meet quality obligations and register, on a reference catalog, training providers that meet the conditions defined in this article (Art. R 6316-2). This system of referencing OFs is based on 2 possible routes: either through the internal evaluation procedures of funding bodies, or via Datadock (an administrative simplification tool). Apave Certification's Label “Qualité des Actions de Formation” (Label QUAF) was recognized by the CNEFOP on October 4, 2016.
