Goals
The objectives of the prestation Checking Taxi and VTC Exam Eligibility :
Our intervention, as an independent third-party body, aims to meet the requirements of Decree No. 2021-202 by securing the examination process across three fundamental pillars:
1. Guarantee regulatory compliance and transparency
The primary objective is to enable the Chambers of Trades and Crafts (CMA) to fulfill their legal obligations (Articles 24 to 24-5 of the Crafts Code). Our verification makes it possible to:
- Establish the annual compliance report intended for the territorially competent Prefect.
- Attest to compliance with the organization timeframes and the frequency of examination sessions.
- Ensure total transparency regarding the procedures for conducting the tests.
2. Secure impartiality and equal treatment
To prevent any risk of infringement on the freedom of establishment, our monitoring mission ensures that:
- The constitution and functioning of the juries guarantee strict independence.
- The content and difficulty of the topics are adequate and proportionate to the required professional aptitude, without unjustified barriers to entering the profession.
- Each candidate benefits from the same evaluation conditions, regardless of the examination center.
3. Optimize organizational performance
Beyond legal constraints, verification by Apave Certification aims to:
- Validate the organization's ability to respect the maximum timeframe for each candidate to take the exam.
- Identify points of vigilance in the session organization chain.
- Strengthen the credibility and trust of the general public and candidates in the access system for the Taxi and VTC professions.

Description
According to the obligations set out in Articles 24 to 24-5 of the Crafts Code.
Compliance according to Decree No. 2021-202 of February 23, 2021 LINK , currently in force in light of the Crafts Code, notably Articles 24 and 24-5, amends the conditions for organizing access exams for the professions of taxi driver and chauffeur-driven vehicle driver.
This allows the Chambers of Trades and Crafts to send an annual report, prepared by an independent certification body, to the territorially competent prefect, particularly regarding the timeframes for organizing exams and the number of sessions to be held, as well as compliance with guarantees of impartiality, independence, and publication.

Decree No. 2021-202 of February 23, 2021
This decree further regulates the exercise by the Chambers of Trades and Crafts of their competence in verifying, by means of an exam, the aptitude requirements of candidates for the professions of taxi or chauffeur-driven vehicle drivers, by providing additional guarantees designed to prevent the risks of illegal infringement on the freedom of establishment.
- In this regard, it establishes a reasonable frequency for the access exams to these professions, and a guarantee of a maximum timeframe within which each candidate must be able to take the exam.
- It amends the rules for the constitution and functioning of juries, in order to guarantee their independence and impartiality.
- It includes in the regulatory section of the Transport Code the requirement that the content and difficulty of the exam topics be adequate and proportionate to the strict assessment of the candidates' professional aptitude.
- It provides additional provisions regarding transparency in the conditions for organizing exams, and the monitoring of the Chambers of Trades and Crafts concerning the organization and conduct of the tests.
