Goals

The objectives of the prestation Certification of electrical products for Japan :

Testing, registering, and certifying products for the Japanese market.

Our role: to assist and guide you through the PSE certification process, the mandatory safety certification in Japan, used to prove that electrical and electronic products have passed the safety standard tests of the DENAN Law (Electrical Appliances and Materials Safety Act).

PSE certification services include:
- Assessment of product compliance with its type classification (as defined by METI)
- Factory inspections (on-site testing facility inspections)
- Compliance assessment and factory inspections are conducted for each production site
Description
The PSE mark is a mandatory mark for Japan in accordance with the Electrical Appliance and Material Safety Act (DENAN Act).
This regulation is administered by the Japanese Ministry of Economy, Trade and Industry (METI).

Products regulated by the DENAN Act are classified as ‘specified products’ and ‘non-specified products’:
- specified products require certificates from a conformity assessment body and the application of the PSE mark
- non-specified products require mandatory compliance declared through the application of the self-affixed PSE mark, but not necessarily through certificates from a METI conformity assessment body.
Regulatory context
Under the PSE Act, electrical products are divided into two categories based on risk:

- Specified electrical products: products with a history of accidents on the market, or products that are likely to cause injury, are called ‘specified electrical products’ and require third-party assessment by a conformity assessment body registered with METI (registered CAB).

Specified electrical products must display the diamond-shaped PSE mark.

- Non-specified electrical products: low-risk products are referred to as ‘non-specified electrical products’ and are subject to a self-declaration system. Non-specified electrical products must be marked with the PSE circle.
Periodicity
For certification of compliance with Japanese industrial standards:

Certificate validity: generally 3 years.
Periodic surveillance: factory audit: an annual surveillance audit is generally required to maintain validity.
Product testing: follow-up tests may be conducted to verify manufacturing consistency.
