Improvement of the living environment of seniors, through strong support for active and healthy aging in the territories.
This label is an innovative tool, it makes it possible to support local actors step by step in the implementation of an improvement dynamic, like a methodological guide in their Friend of the Elderly Cities approach.
Who is the Friend of the Elderly® Label for?
It is aimed at cities and local authorities, without size restriction:
- villages,
- municipalities,
- communities of municipalities,
- EPCI,
- Departmental Councils,
- Regional Councils,
who wish to highlight the actions taken for the well-being of seniors.
The preamble to commit to this label is to join the Francophone Network of Friend of the Elderly Cities.

The label allows to:
Enhance and improve the quality of age policies in the territories; Propose methodological tools for territorial engineering; Highlight good initiatives and innovative actions on the deployment of benevolent local policies towards seniors; Maintain the Friend of the Elderly Cities dynamic over time; Encourage local authorities to embark on an approach that promotes the quality of life of seniors; Support active and healthy aging through the improvement of the social and built environment of the territory.

The Friend of the Ederly® label aims to guarantee and promote the quality of local authorities' public policies, taking into account the ageing of the population in their area.
This framework is based on the programme initiated by the World Health Organisation (WHO), on feedback and evaluation of the areas already involved and the main concerns expressed by French pensioners during a wide-ranging consultation.
Characteristics
It is based on a frame of reference organised around 5 commitments concerning societal and political involvement, transversality, consultation with senior citizens and project methodology:
1. My city/local authority commits to meeting the demographic challenge of the 21st century
2. My city/community is committed to consulting and involving residents in the development of an age policy
3. My city/community is committed to cross-disciplinary and multi-stakeholder governance
4. My city/community is committed to developing a cross-disciplinary inventory of the use of the territory by senior citizens
5. My city/community commits to producing an action plan to support active and healthy ageing.
Stages and process
Prerequisite: Join the Francophone Friend of the Ederly Cities network (French-speaking network of cities)
Step 1: Submit a request to theFrancophone Friends of the Ederly Cities network (French-speaking network of age-friendly cities)
Step 2: The candidate prepares their file and requests the initial audit carried out by Apave Certification.
Step 3: The initial labelling audit is carried out in order to identify areas for improvement and actions to be implemented according to a defined plan.
Step 4: Examination by the labelling committee, which decides on the level of labelling.
Step 5: The Label is awarded to the candidate for 6 years.
Level of performance
The Label is based on a progressive system, and can be obtained according to 4 levels of commitment:
- Bronze Level
- Silver Level
- Gold Level
- Platinum Level
