This certification aims to professionalize the actors who carry out prevention on a daily basis. The prevention of maltreatment must prevent a minor from finding themselves in a situation that endangers their integrity or dignity.
Who is the Referent for the prevention of maltreatment of minors for?
The certification is aimed at professionals in the world of childhood or youth.
Target audiences:
In public education:
to date, there is no referent for the prevention of maltreatment of children. This reference can be provided by a Principal Education Advisor (CPE), a central figure in prevention, or by an adult from the educational community: director, teacher, school doctor, nurse, etc.
In Catholic private education:
the notion of "3PF referent" for PPPF (Program for the Protection of Vulnerable Publics) is institutionally established.
These people are the relays of the policy driven by the General Secretariat of Catholic Education (SGEC). They are generally from the teaching staff and benefit from training and tool inputs.
The Referent certification for the prevention of maltreatment of minors would be an important generalist contribution to their mission.
In the world of animation, sports, child protection and medico-social
This certification may concern people (educators, animators, caregivers, supervisory staff, etc.) who work in any type of group of children and adolescents:
- Collective reception of Minors (ACM),
- leisure centers, out-of-school leisure centers (ALSH),
- after-school, patronage, holiday camps, etc.
- specialized reception in the world of disability,
- popular education animation structures.
In the world of arts education: music, dance, plastic arts, ...
Numerous testimonies have shown the presence of pedocriminality in these activities. A referent can be an animator, a teacher, a manager of the host structure (conservatory, dance clubs, neighborhood houses, etc.).

This certification may be of interest to members of listening units or internal units, Catholic diocesan referents, catechism coordinators, chaplaincies, etc.

Following the training course and obtaining the certification, the prevention referent will be able to:
- Conduct an internal diagnosis of existing prevention.
- Establish an action plan for improving internal prevention and vigilance in connection with the educational community in charge of minors.
- Be the functional pivot for the implementation of action plans.
- Advise internal actors by responding to their requests on individual situations or on general questions.
- Establish and monitor a training program for internal actors.

Description
This certification was set up in collaboration with AFOCAL, the Association pour la formation des cadres de l'animation et des loisirs (Association for the training of activity and leisure managers) recognised and authorised by the Ministry of Youth and Jonas, a collaborative platform against child criminality.
It is a means for professionals in the world of children or young people to improve their skills in the areas of safety and prevention.
Stages and process
Skill 1:
Ability to communicate the fundamentals of child abuse, how it occurs and its harmful effects in the medium and long term, in order to establish a common knowledge base to support a prevention policy.
Skill 2:
Mastery of the strategic role of the referent in an organisation working with minors.
Skill 3:
Mastering the fundamental principles of prevention in order to implement them in the field of violence against minors.
Skill 4:
Building an action plan based on an assessment of the existing level of prevention in order to involve all stakeholders in the long term and ensure continuity.
Skill 5:
Implement a continuous improvement process to ensure that the prevention policy is maintained and improved over time.
Skill 6:
Know how to draw up a charter of commitment for the organisation in terms of prevention and procedures.
Skill 7:
Ensure compliance with legal and regulatory requirements in terms of prevention and crisis management.
The training programme is as follows:
1. Three days of face-to-face training provided by Afocal and the Jonas Platform
2. A digital programme on the Jonas Internet Platform
3. A digital kit containing prevention resources and tools
4. A multiple-choice questionnaire: 100 online questions for self-assessment
At the end of the training, a certification exam is conducted by Apave Certification according to the rules of certification of C By Apave skills and is divided into 2 parts:
Professional writing: Prior to the exam, the candidate is asked to complete this personal assignment, the objective of which is to test their ability to analyse, problem-solve and find solutions to a given case. It will be presented to the examiner during the oral exam.
Oral: Lasting 45 mins, it allows the examiner to ensure that the candidate understands their role and is able to apply what they have learnt.
