Label "Ami des Aînés " ®


Apave Certification signs with the Réseau Francophone des Villes Amies des Aînés for the LABEL "Ami des Aînés " ®.

The Réseau Francophone des Villes Amies des Aînés (RFVAA) promotes territorial policies in order to build a territory that is friendly to all ages, to learn to think about the social and built environment in relation to the specificities of the different generations and to be better prepared for the challenges of longevity. Ten years after its creation, the RFVAA wished to formalise for its members the methodology of the "age-friendly" approach by means of a labelling reference system. The contribution of major partners, such as the Ministry of Solidarity and Health, the National Solidarity Fund for Autonomy (CNSA), the National Old Age Insurance Fund (CNAV) and the Bank of Territories, has enabled the development of the "FRIENDLY OF SENIORS" LABEL ® and to give it its full legitimacy at the heart of a national strategy. Thus, the LABEL "AMI DES AINEURS" ® was designed by the RFVAA with the methodological support of Apave Certification.

Pierre-Olivier Lefebvre, General Delegate of the RFVAA, and Patrice Labrousse, Director of Apave Certification, signed a partnership agreement on March 2, 2022 for the delivery of the Label. This tool for local authorities involved in the French-speaking Network of Age-Friendly Cities was created on the basis of the experience of the territories involved and a wide consultation of the elderly in France. It aims to enhance territorial dynamics and to accompany local actors step by step in the implementation of a continuous improvement approach of local policies.

"We have developed the label around five major commitments", explains Pierre Olivier Lefebvre, "allowing municipalities to collect data to prove that their approach is alive and dynamic. And, secondly, with Apave Certification, to evaluate and verify during audits that they are indeed in a dynamic of progress and adaptation of society to ageing. The five commitments that make up the architecture of the label illustrate the different dimensions of local authority involvement in improving the quality of life of the elderly. Thus, local authorities commit to

to respond to the demographic challenge of the 21st century
to consult and involve the inhabitants in the construction of a policy for the elderly
in a multi-partner governance
to draw up a cross-sectional inventory of the use of the territory by the elderly
to draw up an action plan to support active and healthy ageing


The LABEL "AMI DES AINES" ® is above all a methodology aimed at guiding the conduct of a project, for the benefit of the community and those who age there. To be awarded the "AMI DES AÎNÉS" ® label, a territory must imperatively :


INVOLVE THE ELDERLY...
   - by organising a participatory diagnosis
   - by integrating the recommendations resulting from the participatory diagnosis into the action plan

   - by involving the elderly in the implementation of the plan's actions

   - by including older people in the steering committee

ORGANISING THE GOVERNANCE OF THE PROCESS...
   - by creating a steering committee

   - by identifying the actors in the territory who can be involved in the eight themes of the process

CARRY OUT AN INVENTORY OF THE TERRITORY INCLUDING...
   - a statistical and demographic chapter

   - a chapter for each of the eight themes of the VADA approach

DRAFT A MULTI-YEAR ACTION PLAN TO PRESENT THE PROGRESS OF THE AGE-FRIENDLY CITIES APPROACH TO THE DELIBERATIVE ASSEMBLY AT EACH MANDATE


"This is a real challenge for territorial policy for seniors and a tool for measuring progress that could lead territories to carry out large-scale actions for the benefit of our seniors," says Patrice Labrousse, for whom the development of the reference framework was a challenge in order to evaluate all aspects of this label.
